The Financial Conduct Authority is essentially the watchdog of financial institutions in the United Kingdom. It does not regulate on a formal basis, but when disputes arise about any contracts dealing with finances it has an indirect say through its powers to enforce market regulations.
The FCA has been heavily criticised for their culture of deliberate laxity since they were created after the 2008 Global Financial Crisis to promote more stringent regulation and consumer protection that caused it to lose public trust.
